Technical Partners
British Columbia joined the PMR as a technical partner in October 2017. The Canadian province has been operating a carbon tax since 2008.
California joined the PMR as a technical partner in October 2014. California has been operating a cap-and-trade program since 2012 as part of the Western Climate Initiative (WCI) and linked in 2014 to the cap-and-trade program in Quebec.
Cote d'Ivoire has been a technical partner since October 2017. The PMR is supporting Cote d'Ivoire in the potential design and operation of a carbon tax.
Kazakhstan joined the PMR in March 2014. The PMR provides technical assistance to support the development of the ETS in Kazakhstan, including improvements to its MRV processes, allocation and NDC submission. The ETS was launched in January 2013.
New Zealand has been a technical partner of the PMR since October 2017. It has been running an emissions trading system since 2008.
Panama has been a technical partner of the PMR since October 2017. The PMR is supporting Panama in assessing the feasibility of designing a carbon tax.
The Philippines has been a technical partner of the PMR since October 2017. The PMR is supporting the Philippines in developing policies to enable private sector participation in mitigation activities and assessing the potential of carbon pricing instruments in achieving its NDC target.
Quebec joined the PMR as a technical partner in October 2014. The province launched its cap-and-trade program in 2012 and has been linked to the Californian cap-and-trade program since 2014.
