- Chile, Argentina, and South Africa have been implementing carbon tax programs;
- Kazakhstan has an ongoing emissions trading system/scheme (ETS) in place, the only Central Asian country with that distinction
- Ukraine’s parliament ratified a landmark monitoring, reporting, and verification (MRV) law, and Jordan also has an MRV system in place.
- The Indian government accepted the PMR study recommendations for a market-based instrument in the small and medium-sized enterprises (SME) sector.
- Mexico has published the schedule for their ETS pilot program.
- Indonesia, Thailand, Turkey, and Vietnam have made progress in their feasibility studies to determine the appropriate carbon pricing instrument best suited to their local conditions.
- A noteworthy activity in capacity building is the twin regional workshops conducted on “communicating carbon pricing” in Costa Rica and Turkey

- Singapore and South Africa implemented a carbon tax – the first carbon pricing instrument implemented in Africa – and Colombia, Mexico, Ukraine, and Vietnam are exploring emissions trading options.
- Jordan passed a climate change by-law to support climate action, including a measuring, reporting,and verification (MRV) system and registry;
- Ukraine passed draft legislation on an MRV; and
- Turkey completed its market readiness program and is currently examining the feasibility of an emissions trading system (ETS) with additional financing from the PMR.
