The 17th Meeting of the Partnership Assembly (PA17) was held in
Tokyo, Japan, and was accompanied by a technical workshop on Tuesday, October 24, followed by
the three-day Partnership Assembly meeting, and concluded with a public event on Friday, October
27, 2017.

3. Presentation of Draft MRP: Sri Lanka | ||
Sri Lanka submitted a draft Market Readiness Proposal (MRP), which was presented in order to seek feedback from the PA. Representatives from the PMR Expert Group who carried out the Expert Feedback Process also presented observations and suggestions. Based on feedback received, Sri Lanka will revise its MRP and submit it for funding consideration at PA18. | ||

4. Presentation of Additional Funding Proposals: Turkey and Kazakhstan | ||
The PMR Secretariat adopted a proposal, at PA14, for the use of additional funds that describes the process and criteria for allocating additional funding to PMR Participants to complement existing activities under MRPs, Targeted Technical Support, and/or the Policy Analysis Work Program. During this session, Turkey and Kazakhstan sought feedback on their proposals for additional funding. Consideration of a resolution on funding allocation to both countries was made during Session 10. | ||

5. Monitoring and Evaluation: Update on PMR Results Monitoring and the 2nd Independent Evaluation | ||
During this session, the PMR Secretariat presented an update on the PMR Results Monitriong Report. This was followed by a presentation by IPSOS-MORI on its proposed methodology for undertaking the Second Independent Evaluation of the PMR. Separate break-out sessions then took place at the end of Day 2 and Day 3 for small-group discussion and feedback with the Implementing Countries and the Contributing Countries. | ||

6. Consultation Session on the Next Phase of the PMR | ||
Following the first brainstorming session to discuss the next phase of the PMR at PA15, Participants requested additional opportunities to exchange views.The PMR Secretariat organized a series of consultations with the Participants to seek feedback. The outcome of these consultations are incorporated into a Revised Discussion Paper on the Next Phase of the PMR (Note PA16-2017-1), which outlines options for defining the objectives, scope, delivery modes and governance framework for a second phase of the PMR. The PMR Secretariat presented the note for feedback from the PA. | ||

7. Technical Work and Policy Analysis Work Programs: Update | ||
The Technical and Policy Analysis Work Programs support countries on common issues that can benefit from technical assistance provided in a comprehensive and programmatic manner. Under this agenda item, the PMR Secretariat presented an update on the most recent activities under both programs and plans for work during the remainder of the fiscal year. | ||

8. New Technical Partners | ||
As defined in the PMR Governance Framework and Rules of Procedure, the PA may, on the basis of the recommendation of the Secretariat, accept a country or a sub-national jurisdiction as a Technical Partner. British Columbia, New Zealand, Cote d’Ivore, Panama and the Philippines expressed interest to join the PMR as Technical Partners. In this session, each country provided an update on recent experience with market-based instruments as well as a proposal for engaging with the PMR for the PA’s feedback. Consideration of a resolution to accept these new Technical Partners was be made during Session 10. | ||
