E-learning: Policy Instruments for Low Emissions Development: From Design to Implementation (Facilitated)
About this Course
As the world seeks to enhance global greenhouse gas (GHG) mitigation efforts, countries are exploring innovative and cost-effective ways to scale-up emissions reductions and foster private sector investment A range of policyinstruments such as voluntary, regulatory and market-based approaches can help achieve these goals.This course will assist you to plan, design and implement these policy instruments to help spur your country into a low emissions development path.
The course starts by discussing the rationale for Low Emissions Development (LED) policy and the expected benefits of such policies. The discussion considers both contributions to global emissions reductions and local development opportunities such as:
- Increased energy security by reducing the dependence on fossilfuels and exposure to volatile prices.
- Increased industrial productivity as a consequence of energy efficiency measures.
- New economic opportunities and employment through deployment and diffusion of low carbon technologies.
- Reduced costs of environmental degradation.
The course continues with a broad overview of LED policy instruments andis enriched with examples of how these instruments have been implemented worldwide. Individual lessons provide more details on the design and implementation of specific policy approaches. includinginformation and labeling programs, voluntary industrial agreements, performance and technology standards for theindustries and vehicles, emissions trading systems, and carbon taxes.
The course finalizes by providing policy diagnosis tools and strategic guidance for policy implementat on. The diagnosis tools can help countries toidentify and select policy instruments suitable to their specific needs.
To facilitate learning,in-depth policy case studies provide participants with the opportunity to identify how policy instruments may be designed and implemented in practice.
